TO: The Mosquito/Swansboro Community
FROM: Chief Jack Rosevear
On behalf of the MOSQUITO FIRE PROTECTION DISTRICT BOARD and myself, I would like to take this opportunity to thank our community members for your support and cooperation during the difficult circumstances of the Caldor Fire and evacuation warnings. We observed many instances of neighbors helping neighbors, working together with offers of help and random acts of kindness, including assisting residents moving large animals. It is times like these which define how wonderful and special our community really is.
We also thank the men and women of the Mosquito Fire District who provided protection and assistance for our community during this time. We are fortunate to have a staff of committed and talented volunteers, who are willing to serve under any conditions, even at their own risk.
The threats are real, and the most dangerous part of the fire season still lies ahead. From the experience of the Caldor Fire and the possibility of evacuation, here are important points to remind ourselves, remaining alert and vigilant:
Have a personal/family evacuation plan. Know in advance what is important to pack and take at a moment’s notice. There may be times when the evacuation orders come first, without warning. Pre-planning is critical.
Evacuation warnings are an opportunity to leave early, under less stressful conditions. Persons with special needs, children, health conditions and large animals should be evacuated during the warning period, prior to mandatory orders. Many of our residents did leave during this time.
Sign up for Code Red Emergency Notifications. This is the best way to receive evacuation warnings, orders, and other important information from the Sheriff’s Department. Everyone in the Community should sign up.
Be mindful of smoke conditions which can be hazardous, especially for those with health issues. Stay inside or plan to leave the area, if possible, until air quality improves. The Caldor Fire will continue to produce smoke for many days to come.
Practice fire safety. We cannot have preventable fires in this Community. Use caution with mechanical equipment, no campfires, no target practice. Vegetation is extremely dry and easy to ignite.
Your Fire District is here to protect and keep you informed of threats to our community. Please contact us if you have questions or if we can be of any assistance.

MFPD’s OES 4613 is currently assigned to structure protection in Christmas Valley. It is among many, many engines assigned to the area to assure there is no further structure loss. While mop up continues there is a real possibility of a new weather pattern coming early in the week which could flare the fire back up. Cal Fire is taking this time to get folks in place and prepare structures while enhanced lines are being built.
Keep our crew and their task force in your thoughts and prayers for safe operations and quick work to adequately contain the fire in their area before the weather changes.

Caldor Fire Update
The Caldor Fire continues to cause issues and concerns especially for the eastern section and the Tahoe Basin. Since the fire has encroached into the Tahoe Basin, Cal Fire is in the process of integrating another incident command team to be stationed at Heavenly Valley. This will split the Caldor fire into 2 sections. This will ensure both sections will be actively patrolled and worked on. This will be a unified command and both teams will report as one unified body. This will be put into place tonight at 7:00pm.
Crews have been making steady progress, however, they have been somewhat hampered by the southwest winds that will last until 11pm tonight. This is a critical day for the firefighters as the fire is dynamic and can spot anywhere along the lines. These winds combined with extremely dry vegetation have caused a Red Flag to go into effect lasting until 11:00pm tonight.
Division Alpha (A), mop up activities continue.
Division Delta (D) still has a few issues that they are actively monitoring and working. Yesterday they experienced an internal island flair up which they could only monitor for any slop over. Deeper mop up is being planned for.
In Division Foxtrot (F) and Golf (G) more lines have been cut in on both sides of Hwy 50 to help prevent the fire from crossing over to the north side of Hwy 50. They are actively patrolling both sides of Hwy 50 to ensure if a spot fire develops, they can attack it immediately and suppress it before it gets established.
In Division India (I) a spot fire is being worked to keep it out of the Wrights Lake community.
Division Juliette (J) is doing better today – firefighters have a handle on it.
Division Kilo (K), firefighters battled the fire all day yesterday to keep if from further encroachment into the Basin.
Division November (N) is holding well.
National Guard troops as well as active military are on the line fighting side by side with the firefighters. In addition, National Guard MP’s have been called in to assist the CHP with traffic control in the eastern section.
We ask that you remain vigilant, the last few days here have started out smokey but that has cleared in the afternoon and well into the evening. The worst thing you can do is become complacent. As long as the Caldor Fire is ongoing and dynamic, we must be ready to evacuate if the order is given.
We have daily fire maps posted at the Station. The Community is invited to come down and see the details, ask questions, etc. If we can’t answer specific questions, we will get answers from the Management Team. We will continue until the incident is under control.
Today will be a rough day for firefighters. We will keep you informed of any changes that may affect our community. We’ll remain vigilant and ready to react if evacuation orders are expanded. A blowout anywhere along the lines will cause issues and evacuation expansion.

The Caldor Fire continues to cause issues and concerns. Crews are making progress in Division Delta but there is plenty of open line still. We have winds coming in later today lasting through Monday (Red Flag Warning). From the meeting this morning we learned that the coming winds may create havoc in containing the fire within current lines, including Hwy 50 at various points. Spot fires, low humidity, heavy fuels, radical topography all combine to make this fire very unpredictable and dangerous.
There is a new spot fire on the south side of Hwy 50 past Kyburz, which they described as well established in the Strawberry drainage. Besides Division Delta (D), there is significant fire intensity at the head, in Division Juliette (J).
The Forest Service on-incident commander said today that they are planning for “worse case scenarios”, in light of the upcoming wind event. There is also a lot of pressure being put on the management team because of public concern in the Tahoe Basin. An additional management team (Type 1) has been called to staff the Tahoe side of the fire, which means another fire camp in that area. How information flows will be challenging and there will be a lot of logistics in making this all happen. There was mention today that they can’t lose sight of what’s going on near us in place of what’s going on up there. It’s little wonder why another management team is being called to handle Tahoe. There will be a competition for resources, between the teams and in the bigger picture, as new fires emerge. There is a new fire in Riverside County called the Chaparral Fire in the Cleveland National Forest. As fires in the south happen, additional resources will really be at a premium. We haven’t heard much about expanded military support, besides air assets and National Guard troops, but that’s been used before and probably will again. Hand crews are in big shortage this year.
We have daily fire maps posted at the Station. The Community is invited to come down and see the details, ask questions, etc. If we can’t answer specific questions, we will get answers from the Management Team. We will continue until the incident is under control.
We will keep you informed. This will be a rough and dangerous couple of days for fire crews. We’ll remain vigilant and ready to react if evacuation orders are expanded. Additional evacuation orders will be coming soon for the areas east of Division Juliette (J). Evacuation possibilities go beyond Division Juliette (J)J and could easily affect Division Delta (D) too. A blowout anywhere along the lines will cause issues and evacuation expansion.
08/29/2021 11:31am
MFPD maintains an updated Caldor fire map for viewing. The community is invited to stop in at the station between 10am and 5 pm daily to view the map and ask questions.

Caldor Fire Update
There was some active spotting and spill over last night in Division Delta, this is the Jenkinson Lake area. Crews were on top of it and have managed to control it for now. Fire weather forecasts indicate the probability of continued active fire spotting.
The Caldor Fire is still volatile and while Cal Fire may have things controlled one day, it probably won’t be that way the next day. Otherwise, the fire would be declared under control but it’s clearly not. They can only hold the spots for so long and it will catch up to them, especially when weather changes. For example, the Dixie is still active even though it started well over a month ago.
Air Quality Update
Air quality is very poor, this morning at 10:58 purpleair.com reported 781 AQI with EPA PM2.5, this is an everchanging reading. Poor air quality will remain with us through the weekend and should start to clear out late Sunday early Monday. We are currently in a dry, smokey inversion layer which is holding the smoke in. Monday forecast is for the winds to push upstream during the day which will push the smoke out however the downstream winds at night will bring them back.
Air quality is very unhealthy please stay indoors and wear a mask if you venture outside. Don’t forgot about family pets, they are affected also.
The MFPD is very concerned about the health and welfare of our community. Therefore, we are advising our residents with medical conditions especially lung related to consider leaving until this clears up.

8/26/2021 8:39am
The Caldor Fire does not currently have sufficient containment along the northern flank of the fire (Divisions D & F). Until firefighters have full control over this section, a change in the weather could cause the fire to spot to the north side of Highway 50. Every effort is being made to keep the fire south of Highway 50.
It is important that we remain vigilant and be able to immediately react if there is a change in conditions. This may involve an upgrade to mandatory evacuation status. While we don’t anticipate this happening, we must be prepared.
We urge our residence to be prepared to leave if necessary and exercise fire safety to assure we don’t have a fire start in the community. Fire resources in the County are stretched thin.
We will keep the Community updated with the latest Caldor Fire information twice daily and if any sudden changes occur.

Evacuation Warning in Effect
Red Flag Warning in Effect
Rock Creek and Mosquito roads remain open.
During this trying and stressful time, we must remain vigilant in everyday activities.
Monitor social media.
Monitor websites that you trust.
Be signed up for Code Red.
We ask all remaining residents to be ultra-cautious and safe during this stressful period. Refrain from doing anything outside that may cause a spark which could ignite a fire. Below is list of outside activities you should refrain from; however, this list is not all inclusive.
Do not mow.
Do not discharge a weapon.
Do not grind metal, welding, etc.
Do not use a chain saw.
Refrain from using mechanized equipment to clear land.
Do not burn.
If in doubt call the fire department 530-626-9017.
We cannot have another fire start up here, as resources are stretched thin. Air quality might prohibit aircraft from assisting us. Those that remain up here during this time must join our department in being extensions of community protection. We cannot have a fire up here while all of this is going on, let alone having a fire at all during these extremely dry conditions.
With that, we are doing all that we can. We will continue to monitor the situation and provide updates throughout the day. We are ready to react and respond.
Finnon campground has been closed, all campers have left the hill. The gate is closed but MFPD will still have access if the need arises.

MFPD Caldor Fire Update
Still under evacuation warning.
Red flag warning in effect.
Mosquito and Rock Creek Roads remain open.
The smoke is going to be with us for a while. We encourage anyone that can leave especially those with health conditions to evacuate as soon as possible.
A mandatory evacuation could happen at any time of the day or night; therefore, if you decide to wait and see, you must be ready to leave and aware that it could be hectic around here and in town. For those with Trailers/RV’s/Boats/large animals Rock Creek Road may be shut down as soon as a mandatory evacuation is declared.
MFPD will continue to monitor the situation and will update all social media channels of any changes that could affect our community.

Still under evacuation warning
Red flag warning in effect until tonight.
Yes, we are still under a warning evacuation order, and we hope that you are doing everything to prepare yourself in the event that this becomes a mandatory evacuation. We had previously advised everyone with RV’s, other large equipment, trailers, or large animals to leave during the warning. If you haven’t done so, we encourage you to do so now. MFPD would like to remind our residents that mandatory evacuation could happen at any time and to be packed up and ready to leave the area via Mosquito Road. Rock Creek Road may be closed as soon as a mandatory evacuation is declared. Keep in mind that a mandatory evacuation could happen at any time during the day or night, hence the reason you should be prepared if you havent already done so already.

We are still under an Evacuation Warning.
MFPD strives to provide our community with reliable, accurate and timely information. One of the ways to meet this commitment is to post on all channels a re-cap of the CAL Fire Command Meetings daily. It is difficult to place an exact time for the post, our best estimate will be between 1130-1230 daily until we are out of this. MFPD will continue to post updates on all channels anytime the situation changes.

MFPD Update (Caldor Fire)
Chief Rosevear’s report from today’s Cal Fire meeting.
We are still under an Evacuation Warning.
Red Flag conditions through tomorrow which will push the fire south and away from us. Increased winds forecast for tonight.
We’ve got a long way to go during this time of uncertainty. This fire is similar in nature to the Dixie fire. Constantly changing due to weather and the dry vegetation. It’s growing rapidly producing plenty of smoke and uncertainty. Conditions can and will change rapidly which results in chasing it rather than containing it.
We will continue to monitor the fire, participate in agency meetings, and provide updates whenever we have new information.
We understand the uncertainty and the stress that is out there. We are all in this together, we will continue to provide updates throughout the day. There is no set time, it’s when there is new information that will affect the community.
Again, we strongly encourage those residents that can leave to do so ASAP.
If you need assistance in preparing to leave, please call the Fire Department. 530-626-9017.
We need to check on our neighbors, if they need assistance, please render it within reason or call the fire department. 530-626-9017
Currently Mosquito and Rock Creek roads are open.
